Find file in .iso filesystem from byte-offset in .iso file

I have a .iso file that is an image of a CD. This .iso file contains a filesystem. I know the offset of some data in the .iso file (found it by opening the .iso file in a hex-editor) and now I want to know the path of the file in the .iso’s filesystem that contains said data.

How can I do that? Is there some utility that can do this?
Both Windows and Linux are fine. Already integrated tools preferred.

This is basically the equivalent of How do I determine what file occupies a given sector? (which asks about NTFS), but for ISOs instead. On Windows, fsutil volume querycluster C: <ClusterNumber> reports the file path of the file that occupies the given cluster number (which can be calculated from the byte-offset).
