ffmpeg video bitrate does not work with HEVC and h264 codec with any size makes the video fuzzy can you solve the problem?

ffmpeg -i sissi -c:v hevc -c:a mp3 -b:v 77k -r 25 -s:v 320:240 -b:a 32k -ar 32000 -af volume=12 sissi.mkv
