New computer will only sometimes boot to BIOS/Windows 10 install fails

I recently made a new computer and when I go to power it on, it powers on and will sometimes go to the BIOS but other times it won’t.

I have tried removing and replacing the graphics card and RAM, as well as the power connectors for the CPU and motherboard.

I also inserted the Windows 10 installation media, but when it boots to it, it throws an error. Any help would be greatly appreciated.
