the computer seems to be failing to perform IO tasks on my HDDs

My HP Elitedesk 800 G3 is suffering from (repeatedly for months)

i am using Ubuntu 24.04.4 …. the five HDDs are restarting randomly during IO attempts… i tried connecting 1820uF 25v capacitor on the rails of SATA Power (12v & 5v) to calibrate any noise on the power of the HDDs but didn’t work and tried to use the option on /etc/modprobe.d/libata.conf : `options libata 1.5g` and on grub `libata.force=1.5g` but didn’t work
please note that a techinican attempted fixing the IO/PCH chip (or BIOS) earlier as the pc was struggling to power on and the fan was spinning very fast without any sign of data and the technican says (i don’t believe him) that he replaced that chip but i think that he messed up with the chip’s legs… and that my HDDs are second-hand/used and that i am using a short SATA cables (of a good brand)
