Touchscreen keyboard showing up on restart – slows boot – not wanted

First off, let me say I have tried all the online suggestions for trouble shooting. I believe this could be a registry setting. Here’s what is happening. When I completely turn off the laptop and turn it back on it boots quickly and without the appearance of the touch keyboard (accessibility option) in the lower left corner. When I select RESTART INSTEAD OF SHUTDOWN the computer takes a long time to boot because it brings up the touch keyboard in the lower right corner first and then finally boots to the desktop. I can’t figure out why. I am using Windows 10, have all the updates.
