Why does my Windows 11 notebook sometimes swaps to integrated GPU only?

I have a Windows 11 (25H2) notebook that is plugged in.
I have this strange behavior that I can watch a youtube video without problems. I see in task manager that the notebook uses the dedicated GPU and the integrated GPU (Intel UHD) is hovering at around 5%. But then sometimes everything starts to lag and looking to the task manager, the dedicated GPU is back to 1% usage but the integrated GPU is at 100% usage and can’t keep up.

That also sometimes happen even if I don’t watch a video.

Moving a window around will also spike the gpu usage to 100% and it will look like as if the window moves at 5 fps. Stopping the video will drop the usage instantly back to ~20% so it’s really using the integrated GPU for everything in this moment.

The only solution I found is to pause the video, swap to a different tab and wait a few seconds and move a window around every now an then to see if the integrated gpu will still peak to 100%. After that I can watch the video again.

I already updated the gpu driver, set the power mode to performance inside Windows and set the main GPU inside Nvidia to the dedicated one.

Is there anything else I could try?

Edit:
After checking with HWInfo I saw that if my system starts to lag and the iGPU turns to 100%, the GPU Lcok will be stuck at 100Mhz and a bit further down it will say the reason for GPU Throttle is “Avg. Power (PL1)”. When the system stops being laggy, the GPU Clock will go up to 500Mhz again.

Laptop: Dell Precision 5560

Docking Station: Dell Thunderbolt Dock – WD19TBS (delivers 130W)

The system is always connected to the dock and should get enough power, since its the recommended docking station. Windows Power settings are set to maximum performance and I tried to set the same within Dell Optimizer. Temps are perfectly fine (max 68°C). I also updated everything like BIOS, Chipsets, Software etc through Dell Command | Update.
