I was using windows 7 on my asus laptop and everything was fine, then i switched to windows 10 and now windows recognises 4gb(around 3gb usable) ram when offline, yet when i connect to internet and wait for a while in login screen, it recognises 8gb(around 7gb usable) ram.
PS:I wrote usable amount to show that the problem is not about limitation from msconfig.
