Windows/Windows/Linux multi-boot

I have a PC with two drives, and three OS: two Windows 11 and Linux.

In the boot sequence, first GRUB shows up, where I choose between Linux and Windows. If I choose Windows, then Windows OS selection screen shows up, where I choose the Windows instance to boot.

This multi-stage process is really sub-optimal. While GRUB can be configured to remember the last used OS, Windows cannot. Booting the non-default Windows instance requires me to stay present during the whole sequence, and it requires another reboot, which is slow. In particular, this make updating the non-default Windows instance (often requiring multiple reboots) a really annoying process.

I wonder if there are better ways to configure it? Ideally, I would like to select one of the three OS (W11/W11/Linux) in GRUB (or another bootloader) only once, and boot any Windows instance without second reboot. Can the presence of two drives help in any way? Are there any solutions, workarounds or improvements that could help in my setup?
