How restrict renaming/moving of folder in normal user directory to admins only?

I have a folder in my user folder for portable applications, but for extra security, I want to make it only modifiable by admins. I could make a subfolder in C:Program Files, but I’d rather have something in my user folder.

I tried just changing the permissions of the folder, but the folder can still be renamed/moved, even though it can’t be modified or deleted.

This defeats the point of these folder permissions, since you could just rename the folder to something else, and then rename a malicious folder to the original name.
