Altering the system clock?

I’m using windows 7, and I’m looking to see if what I’d like to do is possible. Basically, I’d like to change the time decrements between seconds to a period longer than a second. For example, when the time display on my computer changes from 8:01:01 to 8:01:02, I would like this would take 2 seconds to happen in real life time instead of one. In summary, I’d like a computer second to equate to 2 real life seconds. Any app on your computer bases its time on this clock, hence why I’d like to do this.Any help is greatly appreciated!
